Understanding and Revitalizing Transhumance in Albania: Findings and Strategic Recommendations

As part of the TRUST project (Transhumance Resilience and Utilisation for Sustainable Transformation), we are pleased to present two key publications developed through field-based research and institutional dialogue. These reports aim to inform national policy, strengthen institutional coordination, and support local communities in preserving and adapting the practice of transhumance in Albania.

📘 1. Assessment Report: “Transhumance in Albania”

This comprehensive assessment presents the first multi-layered analysis of the current state of transhumance in Albania. It draws on primary data collected through nationwide veterinary surveys (87 respondents), semi-structured interviews with shepherds across five regions, and field observations conducted throughout 2024. The report explores socio-economic trends, environmental pressures, governance gaps, and cultural heritage dimensions.

Key insights include:

The sharp decline in the number of active transhumant farms.

Climate-related disruptions to traditional migration cycles.

Infrastructure and service gaps in highland pastures.

Increasing veterinary risks during seasonal movements.

Barriers to youth engagement and the risk of knowledge erosion.

This report provides a factual baseline for future interventions and serves as an evidence-based foundation for policy reform, community planning, and cross-sectoral collaboration.

📗 2. Strategic Recommendations Report for Transhumance

Based on the findings of the assessment and two consultative workshops—one with pastoral communities and another with public institutions—this report outlines a clear, actionable roadmap for protecting and revitalizing transhumance in Albania.

The report includes:

A detailed SWOT analysis highlighting strengths, weaknesses, opportunities, and threats.

Thematic recommendations organized by key policy areas (e.g., education, infrastructure, healthcare, legislation, cultural heritage).

A division of responsibilities by institutional actors (ministries, local governments, academia, civil society).

Proposed timelines for action and coordination mechanisms.

Alignment with the Ministry of Agriculture’s formal recommendations and national rural development priorities.

This document is intended for policymakers, development agencies, researchers, and civil society actors who aim to engage meaningfully in the sustainable future of transhumance.
